How to Choose the Right Parts?
CPU
Most tasks in Photoshop & other photo editing applications are typically single threaded. Even in other tasks, photoshop is unable to scale beyond 8 cores. So focus should be on single threaded performance
Like most 2D applications, photoshop isn't very GPU demanding as long as you have enough VRAM. Even onboard graphics can run photoshop well for basic tasks. And since Nvidia has added support for 10-bit displays on GeForce cards, even Quadro cards are not worth the extra money.
Graphics
16GB RAM should be the starting point. Exact RAM requirement can go as high as 64GB depending on the complexity of the project
RAM
SSD is strongly recommended for OS, software and active project files. For storage SSD or HDD can be chosen depending on requirement and budget
